Exports to Victoria

From 18 July 2025, all plant consignment notifications and inspection requests for trade into Victoria must be submitted via Agriculture Victoria Connect.

This mandatory online system replaces previous submission methods and is designed to streamline registration, licensing and compliance processes.

Plant quarantine requirements apply for exporting plants and plant products to other states and territories.

Certification requirements for exporting plants and plant products from South Australia

Plant health certification may need to accompany exported regulated commercial plants and plant products.

There are 2 types of plant health certification:

  • Plant Health Certificates (PHC)
  • Plant Health Assurance Certificates (PHAC).

Plant Health Certificates (PHC)

Plant Health Certificates (PHC) issued by Biosecurity Inspectors in South Australia. (Fees apply)

Plant Health Assurance Certificates (PHAC)

Plant Health Assurance Certificates (PHACs) issued by accredited businesses that use either:
