Creating a MyPIRSA account

How to create and activate a new account in the myPIRSA portal.

To access the Marine scalefish quota trading system, you'll first need to create a myPIRSA account to have access to the portal. You can do this by going to the PIRSA website, which is www.pir.sa.gov.au. Once on the website, click services in the top blue banner and scroll down until you see the myPIRSA portal. Take this link through to the portal, and you should see this screen with all the available tiles.

To start with you'll want to register a new account, which will require you to enter all of your information. Any correspondence required by this portal will be sent to the email address that you enter. So make sure this is an address that you easily can have access to. If your address is not listed in the suggestion, you can click 'my address is not listed', which will allow you to manually type your information.

You will also need to create a password, which must be at least 8 characters long include at least 1 number, 1 lower case, and 1 upper case letter. You also need to quickly agree with the terms and conditions, then push register. An email will now be sent to your nominated email address with a link to activate your account.

This alert will confirm that it's successful. You need to use the link within the email sent to you within 2 hours, or your account will not be registered. Once you've gotten the email and clicked the link, your account will be registered and active for use.

Accessing the marine scalefish quota trading system

How to apply for access to the Marine Scalefish Quota trading system to advertise and purchase quota.

Once you have created a myPIRSA account and wish to have access to the Marine Scalefish Quota Trading platform, you'll need to log into your account and apply for the service.

Once you have logged in, the system will retrieve your details from PIRSA's information management system. It will then show you any services you are already endorsed for. If you don't have any services already endorsed, it will take you directly to this home screen with the tiles.

There are 2 ways you can locate the Marine Scalefish Quota Trading system, which is by clicking on the fishing tile and scrolling down until you see the service Marine Scalefish Quota Trading. The other way to access this system is to simply search for it in the top bar. You can type marine scalefish, and it will prompt you to go to this service.

Because you're already registered as an account holder, step 1 is completed and you're moving onto step 2, applying for this service. Scroll down and click Submit, and your request to access the service will be sent through to PIRSA leasing and licensing, who will confirm that you're a Marine Scalefish license holder and approve you for access to the portal.

Once your request has gone through, you will see this pending approval screen. When it's been approved by PIRSA leasing and licensing, you'll get notified via email and this little tile will turn green, with the wording Approved. At this point you'll be able to launch the service.

Placing an ad to sell Marine Scalefish quota

Once your access to the portal has been approved, you'll be able to enter by clicking on the blue launch portal button on the Marine Scalefish Quota Trading screen. This will bring up all the ads that have currently been placed for available quota. To place your own ad click add new listing at the top of the screen. The system will list all of your available licenses, select the license that you wish to advertise quota from, it will then show your available species for transfer.

Enter some contact details for buyers to get in touch with you if they wish to discuss your ad, and then enter either the kilograms or units that you are wishing to trade. Nominate a price per kilo or unit, and you can add any further information you might like to include down the bottom.
Once you've completed your ad, click save at the bottom and you'll receive an alert saying that it has been posted successfully. If the amount you have entered to advertise quota is more than the amount endorsed on your license, you'll receive an error message telling you to adjust the kilo or unit amount as you don't have enough endorsed on your license. If you need to confirm the amount you can contact Fisheries Leasing and Licensing on the details listed on this alert.

Once you've posted your ad, you will see it becomes visible on the portal for all buyers to access. You can choose to delete your ad if you've made a mistake or completed a purchase outside of the system. Once you've deleted the ad, it's immediately removed from the portal so it's no longer visible to any buyers.

Submitting an offer to buy quota

How to submit an offer to purchase Marine Scalefish quota advertised through the trading system

When looking to purchase quota, you can browse the ads that have been posted by other Marine Scalefish license holders, and do this by looking through all of the pages or by filtering to the species type being specific they want to buy. When you find the ad you're interested in purchasing, you simply click on the app, and scroll down to click purchase. We do recommend contacting the seller prior to submitting an offer, to confirm that the quota is still available and to agree on any financial transactions.

The current business rules will be listed at the top, for you to read through then simply select your license that you want to transfer the quota to, and acknowledge the declarations below. Then click purchase, and you have a successful alert. The seller of the quota will be sent an email saying that you have submitted an offer, which that'll be out of you and either accept or reject. You'll notice that when you return to the quota trading screen, the ad you've placed an offer in, is now in a pending state, and no other buyers will be able to place an offer on that, until the seller has made a decision to accept or reject your offer.

How to accept or reject an offer placed on Marine Scalefish quota you have advertised through the trading system

When you have received an offer to purchase your advertised quota, you'll receive an email called office submitted for transfer of quota. This email will contain a link directly to the myPIRSA portal and the details of the offer. You will need to log in to view the information and you will then be able to see the name of the person who's placed the offer and all the details of the ad they have put the offer on.

As you can see here, the ad information is displayed at the top, followed by the business rules for the transfer. You can choose to accept or reject the offer. If you accept, you just need to first tick these acknowledgements, click accept, and confirm. Once you've accepted an offer, you'll receive an email informing you that the quote a transfer has been submitted to PIRSA where it will now be reviewed and then approved. Once approved, you'll receive a new email with an updated entitlement extract. The email regarding the submission to PIRSA will also contain a brief summary of the quota transfer.

If you have received several offers, you can view these by going to the received offers button at the top of the main portal page. This shows all of the offers that have been submitted on your ads. Any that have been finalized will be marked as completed, and any that is still available to be accepted or rejected will not have a banner.

If you want to reject an offer, you do not need to accept any of the acknowledgements, simply click reject and confirm. The advertisement will then be made available on the portal for someone else to submit an offer.

Finalising a quota transfer

Once an offer has been made on advertised quota and the seller has accepted the offer, the quota transfer is submitted to PIRSA leasing and licensing for review. Once it's been approved, you'll receive an email notifying you of the approval. This email will contain an updated entitlements extract, which will have the new information about your quota entitlements. For example, as you can see here for calamari, 18.4 units were held, 13.4 have been transferred, and there are now five remaining. You'll receive an updated entitlements extract every time you complete a quota transfer, both as the buyer and as the seller. If for any reason PIRSA leasing and licensing are unable to approve your transfer, you'll receive an email informing you of the reason for the non-approval.

This is the end of the process, and your quota transfer has been finalized.
